「代官山の魅力の源泉」："Sources for Attractiveness of Daikanyama"

團紀彦氏のプレゼン：日本の伝統的な街を「集落」という概念で把握
Mr. Dan, referring to Japanese traditional community as "village"
講演要旨：
望ましい再開発は、官と民の境界になる街並みを「公」とみなして新しい都市
基盤を進めることで、伝統的な町屋の現代版「新町屋」を形成することである。
それは一気に大きな開発するのではなく、すでにそこにある街並みに合った
ものを作るという「文脈主義」の立場で、いわばジャズのアドリブのように自然
の流れに従って「集落」を形成していくような再開発を進めることを意味する。
また一神教のような都市ではなく、さまざまなパターンが織りなすコラージュや
パッチワークのような都市のあり方が望ましく、そのために異なる原理を調停
するような工夫が必要。いずれにしても、それぞれの地域に相応しい街並みを
維持するためには、「マスター・アーキテクト」といえるような個人やグループに
よる事前のプラン・チェック機能が重要になるであろう。

主要な論点：
日本全体としては、それぞれの地域の自然や歴史に相応しい街づくりや再開発
が進んでいるようにみえるが、代官山のような街のよさが急速な高層開発など
によって失われる危険をどうしたら防げるのか、その手段はまだ十分でない。
「わがまちルール」などが機能するまでにまだ時間がかかるので、その間住民の
合意形成が重要となる。

Keynote Speech Summary
"Sources for Attractiveness of Daikanyama" by Mr. Norihiko DAN
In urban redevelopment, urban infrastructure and landscape involving
the government and private sectors should be regarded as “public,”
just like Japan’s traditional “machiya-style” community.
Instead of building “mega-structure,” the contextualism approach
should be taken by fitting appropriate structure in the community
context to develop a “village” in a natural way, somewhat like ad-lib
(improvisation) in Jazz.
Rather than monolithic cities, patchwork-style cities are more
desirable, where some mechanism to mediate different principles
would be needed.
Some individual or group, who might be called “Master Architect,”
will be crucial in checking proposed redevelopment projects to
maintain the desirable structure and landscape of the community.

Main Discussion Points:
In Japan as a whole, urban planning and community redevelopment
appear to be proceeding with emphasis on the nature and history of
each community, but still there is lack of effective means to protect
nice communities like Daikanyama from rapid high-rise development.
It will take some more time for what might be called “my town rules”
to take effect, and thus it is crucial to form residents’ consensus
to maintain the livable environment for their community.
